The protests last year (1999) against the WTO in Seattle didn't just happen out of the blue. There is a history of activism in North America and around the world against similar meetings of "fair trade" coalitions. Several years prior to Seattle, activists in Canada disrupted the APEC summit in Vancouver, Canada.
