García Oliver was a leading anarchist figure in Spain. Along with Buenaventura Durruti, he founded Los Solidarios, an anarchist group responsible for various assassinations including Juan Soldevilla y Romero, Archbishop of Zaragoza. He eventually became the leader of the Federación Anarquista Ibérica. When the Confederación Nacional del Trabajo reluctantly decided to enter government during the Spanish Civil War, Oliver served as Minister of Justice under Largo Cabellero. He encouraged workers to disarm during the Barcelona May Days, calling a ceasefire. Some consider him a traitor to the Spanish anarchists for his willingness to compromise with government, while others point out that concessions were necessary in order to defeat Francisco Franco.
